Begging For Money Outside Grocery Stores

I am tired of going to the store and having children begging for money outside. “Please help send our cheerleading squad to Disney!" If it were a homeless person begging for food outside, the store would have them moved on. So, why do all the major food stores allow customers to be harassed every weekend?
